Title IX Resources
Student Conduct:
The goal of the CMS Title IX Department is to stop, prevent, and remedy sexual harassment and discrimination in the CMS community, and the District is committed to providing a safe, supportive learning environment where all students can thrive. In addition to federal protections under Title IX as defined in the CMS Title IX Grievance Procedures, our district’s Student Code of Conduct outlines the behavioral expectations for all students. Together, these documents explain what conduct is prohibited, the rights of students who may be impacted by sexual harassment or discrimination, and the steps the District will take to respond. By following both Title IX requirements and the Student Code of Conduct, the District ensures that students are treated fairly, supported with appropriate resources, and held accountable to community standards of respect and safety.
Specifically, in the Student Code of Conduct, Rule 27 and Rule 28 address a broad range of student disciplinary infractions under sexual behaviors, some of which rise to the level of Title IX violations:
Rule 27: Non-Title IX Sexual Misconduct violations are student disciplinary infractions that do not rise to the level of Title IX sexual harassment under the current federal regulations and will be handled as a Student Code of Conduct violation by the school administration, following an investigation.
Rule 28: Title IX Sexual Harassment comprises conduct that meets one of the 2020 Title IX Regulation definitions of sexual harassment, including: Sexual Harassment (hostile environment); Fondling (actual or attempted), Rape, Dating Violence and Stalking. Violations alleged under Rule 28 will be handled through the CMS Title IX Grievance Process. Any formal investigations will be conducted by the District’s Title IX Department.

CMS Employee Board Policies:
CMS holds all employees to the highest standards of professionalism and integrity. In alignment with Title IX and related federal and state laws, the Board of Education has established policies that prohibit discrimination, harassment and other misconduct. Harassment is conduct that has the purpose or effect of substantially interfering with a student's educational opportunity or an employee’s work activity; creates an intimidating, hostile or offensive school environment; or otherwise affects a student's educational opportunities or an employee’s ability to participate in work activities. These policies provide clear expectations for employee behavior, outline procedures for addressing violations, and ensure that all complaints are reviewed promptly, fairly, and in accordance with due process. By adhering to these policies, CMS reinforces its commitment to maintaining a safe, respectful, and equitable environment for students, staff and the entire school community.
