ACTION: Disseminate documents to families of Multilingual Learners (MLs) and submit Principal Verification Forms by October 6, 2023

To ensure district compliance with federal and state Title III program requirements, Learning & Language
Acquisition facilitates the distribution of annual PNLs to ML families within 30 days of the beginning of each school year. The 2023-2024 PNLs, as well as certificates for MFELs in their first year of monitoring (who exited the program effective the 2023-2024 school year) will arrive at schools via courier the
attention of site ML Committee Chairs.

The purpose of the Annual Parent Notification Letter is to notify parents/guardians that current Multilingual Learner (ML) students:

1. Continue to qualify for services based on ACCESS results from the previous school year.
2. Receive a level of ML service assigned by the school for the current school year.

Upon Receipt of Annual PNLs:

1. Distribute the Annual PNLs within a week of receiving them; students’ ELP test scores are pre-populated in the letter.

2. Indicate each student’s level of ML service on the PNL. The ML level of service will also need to be indicated in the ML Student Plan in Ellevation, marked in the “EL Services Description” field. Select the appropriate level of service on each student’s Annual PNL from the following (which will be printed at the bottom of each letter):

● Novice ML Services
● Intermediate ML Services
● Advanced ML Services

The school’s ML Committee Chair should generate and print PNLs from Ellevation for any ML students
not included in the packet of Annual PNLs received at your school via courier.
A Principal Verification Form is included with the letters for your school. The completion of this process
is required in accordance with Title III federal regulations. Please submit the form by October 6, 2023 to
Lindsey1.Fults@cms.k12.nc.us.
